Release RUPS 7.2.4

Release date: October 25, 2022

We always release our PDF debugging tool RUPS together with iText 7 Core, as it is one of the most important dependencies (so all the goodies in Core also make their way into RUPS). Aside from the Core updates, we have also incorporated a pull request to add some additional troubleshooting tips in the README. Thanks YoungJules!
